Please bump to subversion 1.10.4 or 1.11 to pick up a fix for SVN bug https://issues.apache.org/jira/browse/SVN-4782 (mis-reported to apache httpd at https://bz.apache.org/bugzilla/show_bug.cgi?id=62905) that prevents mod-dav and h2 working. Current work around is to not enable HTTP/2 (h2) when mod_dav is in use.
