backports.org has it working, did you look at how they do it ?
  http://www.backports.org/debian/pool/main/libg/libgphoto2/

I didn't look but easiest court of action would be to start with
2.1.5-6 diff, not current unstable diff.

In the backports.org changelog I see this entry:
  * Force removal of debian/tmp.
