pearpc_0.3.1.orig.tar.gz contains the video.x file necessary for running Mac OS X. You noted in the default ppc.conf that indeed the package should not ship video.x because it lacks source, and in README.Debian that it could be obtained from upstream PearPC source or MOL source. Regardless, it still exists in the orig tarball. Since you have gone to great pains to detail where to obtain video.x due to it not being shipped in the package, it's probably a good idea to regenerate a new orig tarball that does not contain video.x and upload that.
