It can and should use a different file name, so /usr/share/ovmf/OVMF-debug.fd or /usr/share/ovmf/debug/OVMF.fd, whatever is easier to do. Also it should define "DEBUG_ON_SERIAL_PORT". For some reason the debug output is behind another feature gate for ovmf.
