Just wanted to chime in here: A default Debian installation using systemd will no longer create a /etc/rc.local file. If you have such a file, this means you probably have an older system which was upgraded. sysvinit is of course free to create and ship such a file by default but I think /etc/rc.local is a bad interface, so the systemd package will not create it on its own.
