I'm trying to use packages modified by fixing B-Depends and with libndctl6-dev.install changed from /usr/lib/powerpc64le-linux-gnu/libndctl.so to /usr/lib/*/libndctl.so -- but there are no .pc files in those ppc64el .debs you uploaded to unstable, too.
