sorry if my answer will you not satisfy.
Debian hasn't changed anything here and will never do. All the different
behavior against earlier versions you describe are done by Mozilla so
you should report your concerns to Mozilla.

The way to go is to open up a bug report on the Mozilla bugtracker.

There is quite nothing we can do on this on the Debian side.
