Since `gnome-config --libs gtkxmhtml' includes `-lXpm', libgtkxmhtml-dev should depend on libxpm-dev. (Of course, it would be better to remove indirectly used libraries from gnome-config output [1], but AFAIR this package is in low-maintenance mode.)
