Nope:

tglase@tglase:~ $ tail -2 /etc/ssl/openssl.cnf
MinProtocol = TLSv1.0
CipherString = DEFAULT@SECLEVEL=1

With these two lines, it works. (I didn’t test which one of
the two settings was needed, or if both were.)
