Dear Maintainer,

To reproduce:

$ : | parallel --will-cite --shuf echo
Modification of non-creatable array value attempted, subscript -1 at
/usr/bin/parallel line 6359.

Basically, if there is no input (i.e. nothing to do) and --shuf is
used, parallel crashes. If the --shuf option isn't used, it correctly
does nothing and exits successfully.
