your package build depends on python3-all-dev (AND python3), making it
appear on the list of packages needing a rebuild to obtain a new
dependency on python3.7 now, together with the py3.6 one.
But your package builds only for the default python3 version, so please
change the dependency on python3-all-dev to python3-dev. Also consider
that this one implies python3 already.
While on it you may wish to decruft your package by removing that old
build-dep on dpkg-dev, and in d/rules all those `export *FLAGS` together
with the DPKG_EXPORT_BUILDFLAGS and the include are totally obsolete,
please go read debhelper(7) regarding the changes introuced in compat
level 9. And I believe dh_auto_configure already passes
--disable-silent-rules.
