All FTBFS it caused should already be filed as bugs, and most have already been fixed. So far I haven't seen a single one that would have been difficult to fix. There are currently no reverse (build) dependencies on automake-1.15 in unstable, and I do not think there should ever be any. I might be missing something, but my current impression is that we should not ship automake-1.15 in buster.
