Michael, does your window manager use display compositing? Are you able to test with display compositing disabled?
I saw the corruption under Xfce xfwm4 with display compositing disabled. Workaround is to enable display compositing with Xfce Settings / Window Manager Tweaks / Compositor / Enable display compositing. The nm-applet, Remmina, and Skype icons are then displayed as they were before the GTK 3.24 upgrade: uncorrupted with correct theme background colour.
