This is because of the dispute between the Debian project and the FSF
about the GNU Free Documentation License.  The Debian documentation is
a forked version of the 1993 diffutils manual.  No wonder it is so out
of date.

In the past, for another program, I suggested that we could resolve
the dispute by distributing the documentation under the disjunction of
the FDL and the GPL.  As far as I know this would resolve Debian's
concerns.  But I never got any response back from the Debian project
about this.  (And I therefore never followed up on it with the FSF
either.)
