Yes, Debian packaging files must have text encoded in UTF-8 (and so that encoding is the only one to use when reading them). I think it is reasonable to require also the temporary build artefacts to have text encoded in UTF-8. So the fact ‘dput’ is not using UTF-8 to read them, is IMO a bug in ‘dput’. Thank you for reporting this. This requirement is not AFAIK stated explicitly anywhere, but I'm willing to make that part of the specification.
