This used to happen to a smaller subset of icons intermittently on Mate 1.16 (notably redshift-gtk), but it has grown to encompass move applications since I installed 1.20.2-1~bpo9+1. There is no (related, that I can tell) console or ~/.xsession-errors output when these applications start up. Some cases (blueman-applet) you can see the existing icons shift around for a moment, suggesting something attempted to render. I would have expected upstream PR 558 (https://github.com/mate-desktop/mate- panel/pull/558) to have helped, but it appears that this patch is already present in the Debian package. I am willing and able to build local backports from sid/testing as necessary to help squash this bug.
