Package: tpm2-tools

Dear Maintainer,

tpm2-tools upstream released a new (major) release, please consider
packaging it.

Wearing the clevis package maintainer's head: The current version in
Debian is too old to build some features needed for clevis-tpm. So the
current situation isn't quite the best one.
