Since I could reproduce the issue myself, I've forwarded it as https://gitlab.freedesktop.org/upower/upower/issues/68 Unfortunately, simply reverting 41bce284476030b22cd6d60280fb875f507f47a2 was not sufficient to make 0.99.8 work again.
