Hi!
Your packages is uninstalable in sid, since it depends on
libsysfs1 (which seems to be renamed to libsysfs2):
On an uptodate sid I get the following:
# apt-get install libchipcard2-tools
[..]
The following packages have unmet dependencies:
libchipcard2-tools: Depends: libchipcard2-0c2 (>= 1.9.15.99) but it is not
going to be installed
Depends: libsysfs1 but it is not installable
