I am speculating this might be the same as:

https://github.com/sshuttle/sshuttle/issues/191

Previously packets destined for the remote ssh server wouldn't get
intercepted by sshuttle.

Now something has changed, maybe something in the kernel, I don't know
(I haven't had the issue on Debian/stretch), so that now packets to the
remote ssh server do get intercepted by sshuttle. Which isn't going to
work.

If this is the correct reason, use of "-x" to exclude packets for the
remote server should solve the problem.
