Package: stenographer
In raspbian buster I discovered our autobinnmuer was repeatedly binnmuing
stenographer because it was uninstallable. I don't know what triggered the
autobinmuer to binnmu it the first time but further binnmus were being
triggered by the fact that the package is not binnmu safe.

This is caused by using link-doc between an arch-specific package and an arch
all package. Using link-doc creates a dependency on the exact binary version of
the package, but only arch-specific packages are rebuilt in a binnmu.
