I believe you are looking for the hidden option "next_on_delete" which
was added in claws-mail 3.13.1 - 

Close down claws, edit your ($HOME)/.claws-mail/clawsrc

- next_on_delete can be either 0 or 1, I am guessing that your value
is 0.

Either this, or use the clawsker tool where the option you are
looking for is under the GUI tab (also this with claws-mail closed while
doing it).
