   * What led up to the situation?

This is happened occasionally
when machine rebooted, My hot-key to trigger the input method may lost. I use
chewing and CangJie5 ONLY and set them with hotkey "alt+shift+3" &
"alt+shift+1". for many years I never change my hobit. But sometimes especially
reboot the system. Hot key will take no effect. When it's gone i check the
setting, hotkey setting is blank.

   * What exactly did you do (or not do) that was effective (or
     ineffective)?

I have tar ball copy of ~/.scim and ~/.chewing with my preference setting.
every time hot key no active. I'll restore my own scim.conf.tgz to home
directory and reactive scim by "pkill scim" then "scim -d" command. and all
input method are checked but hotkey recover partially. I said partially because
I also set something like press "shift" to invert ch-en mode. In that case, it
will lost as well. Until I fully reboot again then the problem gone.

   * What was the outcome of this action?
It's annoying because happened occasionally.

   * What outcome did you expect instead?
I don't want the configuration of setting run away unexpectedly
