While true, please understand that CRAN now has over 13,000 packages.
Maintaining something for Debian is (manual) effort by a volunteer, so you
cannot really expect to have _all_.
Also note that the command
install.packages(c("rmarkdown", "nortest", "leaps", "aplpack"))
will install them to /usr/local (and that Debian testing has all but aplpack
so once you upgrade you will get them.)
