In a fresh sid debootstrap, after apt-get install
--no-install-recommends diffoscope, you get:
$ diffoscope --help

This is due to python3.6/3.6.5~rc1-2 having dropped its dependency on
python3-distutils. I guess we need to add disutils to install_requires
in setup.py to fix this issue.
