It seems there is no way to configure git-buildpackage into using mk-origtargz; in particular, this means gbp ignores the `Files-Excluded` directive from debian/copyright. While uscan itself supports this option, I am not using tarballs downloaded by uscan, but rather upstream's git tags, as the basis for my “upstream” branch (because upstream releases signed tags, not signed tarballs).
