Does libicu-dev really needs libstdc++-6-dev and libc6-dev dependencies? AFAIK, both libstdc++-6-dev and libc6-dev are pulled when gcc is installed. And in addition to that libc6-dev is part of the build-essential packages[0]. libstdc++-6-dev is a bit annoying here as installing libicu-dev might be pulling really old version of gcc (6) headers. Could you please either drop these dependencies or at least update to the last version (libstdc++-7-dev or even libstdc++-8-dev)?
