On the stock version of emacs25 w3m-el-snapshot has a conflict with TRAMP. (tramp-version is a variable defined in ‘tramp-cmds.el’. Its value is "2.2.13.25.2") # su - nobody -c 'HOME=/tmp/ff emacs'& #Total clean environment. M-x w3m At this point a connection to "about:" is caught by TRAMP. Sure, there are things one can put in one's .emacs file to prevent this. I am saying it should work right out of the box.
