Buster or not, such FTBFS are creating problems for surprisingly many people right now. Bootstrapping new ports (currently ia64, soon RISC-V) needs stuff building. And this is not only gconf, libgnomecanvas was another example of a library that still has huge reverse dependencies.[1] Similar problems also exist for Debian derivatives that are based on testing or unstable, and that need to be able to (re)build the binaries they ship.
