What I see from the announcement [0], the prior discussions, and the diff (after "perlifying" the code), this just reverts the changes for Europe/Dublin, as some software doesn't like negative DST offsets. From what I see this is not relevant for libdatetime-timezone-perl; not only did the tests pass with the +2018b versions, I also added additional tests with Europe/Dublin now locally, and they also passed without an issue. So I guess we can go ahead with the +2018b versions for jessie and stretch and save another patching trip.
