This was specifically excluded on what we discussed on IRC, and on what Josh pasted here (which was distinct, as it lacked gcc-*-base and the rest) -- but then, no one of this bug's readers bothered to take even a glance at what Luca asked us to check. Obviously, this is bad. While apt will do the right thing on an installed system (as libc-bin is Essential), I'm not so sure about debootstrap, and CD building tools won't (except for rather high popcon of libc-bin). Thus, please bump libc-bin back to priority:required.
