Ok, I supposed you were used to Debian processes since you searched the
package in multiple likely locations already. The NEW queue is where
source packages adding a new binary packages are put on hold until a
ftpmaster reviews them (typically and in this case because the library
changes name, eg libfoo1 becomes libfoo2).
