etckeeper.service currently has

DefaultDependencies=no
Conflicts=shutdown.target
After=local-fs.target time-sync.target
Before=shutdown.target

DefaultDependencies=no (and specifying dependencies explicitly) is
usually only required for starting services early during boot or late on
shutdown. Unless this is required in this case, I would suggest to use
DefaultDependencies=yes (which is the default). So the above 4 lines
would be reduced to:

After=time-sync.target
