Hi Chris! First of all, many thanks for your bug report and sorry, that I overlooked it for such a long time!

In the meantime I tried it out the following way:
- xfig -deb test.fig
- File -> Export
- Language = Postscript
- Grid Minor = 10mm
- Grid Major = 10mm
- Output File: ro.ps
According to debug output this runs the following fig2dev call:
fig2dev -L ps -m 1 -G 10:10mm -z A4 -l xxx -n 'test.fig' \
-x 0 -y 0 -b 0 -F -c /tmp/xfig-fig.0WvAef 'ro.ps'
With this command I get exactly what I see in xfig, see attached file.
Hopefully this means that the updates in current versions of xfig and
fig2dev fixed the issue in the meantime.
Please check, whether the new versions are a solution of your problem
or if some settings or the like on your system still trigger this
issue.
