libsmjs-dev is now replaced by libmozjs-dev, which is built from the xulrunner source. It includes a xulrunner-js.pc file that provides what you want. There is supposed to be a libsmjs-dev transition package, but I managed to misname it... I'll close the bug as soon as the transition package hits unstable.
