* What led up to the situation?
Installed package, tried to compile test program:

return 0;
}
Result:
/usr/include/ncVar.h:6:20: fatal error: netcdf.h: No such file or directory
#include "netcdf.h"
Package does not depend on libnetcdf-dev or anything else that would supply
that include.
