The default /etc/default/bzflag includes the line `RUN_AT_STARTUP="no"`, but the bzfs process still starts. The systemd service file at /lib/systemd/system/bzflag.service ignores /etc/default/bzflag entirely, using fixed values instead.

The expected behavior is that bzfs will *not* start when RUN_AT_STARTUP=no.
