With classic Unix tools and some sh glue of course. "at" and "sleep"
come to my mind.
Will have a look. I imagine something like "Depends: systemd-sysv |
at" for the final variant.

Yes. This is an unsatisfying but correct solution which IMHO should be
deployed in short-term.
I don't think this issue is RC since the symptoms can be easily
avoided by editing conffiles and it doesn't affect default
installations. But nevertheless it helps to avoid broken
configurations after installation.
I suggest to mention, but not close this bug report with that change
and then downgrade it to wishlist. Or alternatively clone the bug
accordingly and close one of them with the change.
