gpgme is supported by the GnuPG upstream team. the gpgme sources also
build python-gpg directly. it is the officially-supported gpgme python
binding.
python-gpgme is not maintained by the GnuPG upstream team, and as such
doesn't get updates when gpgme gets updated.
