this hardly qualifies as a serious - not everybody is using mytop and mytop is not a core functionality of the mariadb-client-10.1 package. pulling in libconfig-inifiles-perl unconditionally on all systems is thus unecessary bloat. if at all, libconfig-inifiles-perl should rather be in recommends, not depends. imho better suited in suggests only though.
