AFAIK both things are work-in-progress at the moment.
I haven't been able to find anyone willing to maintain snapd-glib in Debian yet, which is the minimal blocker for gnome-software-plugin-snap to be built. I might be able to help but I am very hesitant to be the sole maintainer. I strongly prefer team maintenance. Thanks, Jeremy Bicha
