While investing how to deal with a corner case of a person in the middle
of a dd_r process that suddenly contacts us, I realized they have the
ability to start a new dd_e process for themselves while the dd_r is
still running.  That shouldn't be allowed, there should instead be some
kind of ability to switch the dd_r process back to dd_e.  In particular,
it could make sense that the token sent with the first WAT ping (valid
for 3 months) could switch the dd_r process back to dd_e if that already
happened, but the accound hasn't been removed already.


I tried to check whether people with a dd_e process could start a new
dd_e process as well, and I didn't manage, so probably that's already
disallowed, but please double check.
