Hi,

I grepped through UU code and could not find any reference to
"apt-utils" contents.

Then I replaced apt-utils package with a fake empty one built
with "equivs".

Everything still run fine.

apt-utils dependency was added at the very start of UU development,
I guess the needed functionality is now handled by python-apt.
