Do you really mean "will not", i.e. you refuse to try to reproduce the
issue? Or did you mean "can not"?

That's the point: The package "pacman" needs to be installed to see the issue:
~ → which pacman
/usr/games/pacman
~ → dpkg -S /usr/games/pacman
