Bug#353076: plugin/netrw.vim can't handle semicolons in urls

Hello,

  if I do:

    % vi 
'http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=352753;msg=56;mbox=yes'

  I get to edit the contents of 

    http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=352753

  With ampersand signs instead of semicolons, it works fine:

    % vi 
'http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=352753&msg=56&mbox=yes'

  Seems like netrw.vim needs some escaping somewhere.
