python stopped building the fpectl extension, which results in this:

ImportError: C extension: 
/usr/lib/python3/dist-packages/pandas/_libs/tslib.cpython-35m-x86_64-linux-gnu.so:
 undefined symbol: PyFPE_jbuf not built. If you want to import pandas from the 
source directory, you may need to run 'python setup.py build_ext --inplace 
--force' to build the C extensions first.

The python package added some Breaks against numpy, however it seems that
pandas-lib was skipped.
