In ef6b60ce695c34a7ff7135e5c3b4b96e11fa87f7 you added lua-busted as a build dependency (for tests), which in turn has a dependency on lua-cliargs which results in a loop and making it unable to bootstrap lua-cliargs. I would propose to add <!nocheck> behind the lua-busted dependency in debian/control to break this.
