Hello. I am sorry, but this will probably be impossible. Debian redistributes the GPL-3+ release of libgnatcoll. It is not legal to link the GPL-3 libgnatcoll with the postgres library. See /usr/share/doc/libgnatcoll*-dev/README.Debian or the same content online at http://sources.debian.net/src/libgnatcoll/16.1.0-1/debian/README.Debian for the whole story. Adacore, the upstream author, gives more permissive licenses to paying customers. This may solve your problem.
