JFTR: I've pushed my current work to https://anonscm.debian.org/git/users/abe/proposed/equivs.git for now. (It's currently written for a collab-maint repo and single-person maintenance, but I'll change that to the Debian Perl Team if I don't get any objections within the next few days.)
