Package: libsane1

Severity: important

The libsane1 package in experimental no longer ships a
/lib/udev/rules.d/60-libsane.rules file.

It's unclear whether this was intentional or not.
libsane1.README.Debian and TROUBLESHOOTING.Debian still reference that
rules file and the changelog does not explicitly mention that change.

If the removal of the udev rules file is intentional, is there now a
different mechanism to grant unprivileged users access?

If the file was removed by accident and needs to be added back, I would
suggest moving it to libsane-common package (with a proper
Breaks/Replaces), as the library package is no soversioned and you want
to avoid file conflicts on future soname bumps
