It's unclear whether this was intentional or not. libsane1.README.Debian and TROUBLESHOOTING.Debian still reference that rules file and the changelog does not explicitly mention that change. If the removal of the udev rules file is intentional, is there now a different mechanism to grant unprivileged users access?
